What is being proposed?
1) H.B. 5540, An Act Concerning Ghost Guns and the Permit Application Process, will ban guns without serial numbers and regulate those sold as “do it yourself” (DIY) kits known as “ghost guns.”
2) H.B. 5542, An Act Concerning Bump Stocks and Other Means of Enhancing the Rate of Fire of a Firearm, will ban the sale or transfer, possession, manufacturing or use of bump stocks or other accessories to increase the rate of fire of a firearm.

What are ghost guns? The “lower receiver” is the essential part of a gun used to define what is considered a “firearm.” However, manufacturers have evaded state and federal gun laws by marketing unfinished lower receivers that are available online as kits with instructions on how to make guns, including assault weapons, at home.
Ghost guns a threat to public safety because they contain no serial numbers, are untraceable and require no background check to purchase. Homemade assault weapons have been used in mass shootings by individuals prohibited from possessing firearms. About ghost guns, the U.S. Government Accountability Office reports “an emerging reliance by criminal organizations on this source of weapons.”

What are bump stocks? Bump stocks, trigger cranks and similar devices dramatically increase the rate of fire of semi-automatic firearms to rates similar to those of machine guns.
Bump stocks a threat to public safety because in practical terms they allow assault weapons to operate as machine guns. The Las Vegas shooter used bump stocks to fire more than 1,100 rounds in just 10 minutes, killing 58 and injuring more than 500 in the worst mass shooting in U.S. history.
